OBECTIVE
AND MISSION STATEMENT My
objective is to provide to not only the
oil and gas producer and operators, but
also the oil & gas drilling firms,
work over and pulling unit services
industry, the pipeline industry, the bulk
storage facilities, and all other firms
required to provide a spill plan for
their operation, the expert field
engineering necessary to more than
adequately meet and exceed the EPAs
requirements. My experience in the oil
& gas and energy industry is varied
and quite extensive. While SPCC plans are
not the most difficult things to produce,
a complete understanding of a facility or
operation is essential to understand the
functions of the equipment and the
potential events which could be the cause
and affect of an oil spill or salt water
or chemical contamination. For example, I
once was asked by a café waiter that was
attempting to provide spill plans if I
knew what a "Lact Unit" was? My
response was that not only did I know
what a lact unit is, but I also know how
to steal oil from a lact unit. When
people do not understand the meaning of
simple abbreviations such as
"BS&W", they really should
not be providing SPCC plans to producers
whom will be liable in case of an error
on their part.
My earliest years in the oil patch
were with my grandfather who was a pumper
for Carter Oil. We lived in Carter Camp
in Seminole, Oklahoma, and I have spent
many weekends and summer days on oil
leases.

Later, while working as a
roustabout and well service hand and as a
roughneck on drilling rigs as employment while
attending college, my knowledge and experience of
the oil and gas industry grew immensely. And
after college while working as a production
consultant from Canada to the Gulf, I have had
the opportunity to observe and learn what allows
me today to be able to provide an expert SPCC
plan for most any type of operation.
Today, the EPA is very active in
ensuring compliance with their mandated
regulations. In order to do so, due to the high
number of facilities required to have SPCC plans,
the use of helicopters allow them to easily fly
over your installation and visually determine if
your tank battery is within compliance. Should
lightning strike your facility, or you happen to
have a fire or an unavoidable oil spill that is
reported, then you will be asked to present at
that time your SPCC plan and a copy of your
annual lease inspection. The annual lease
inspection provides documentation of the facility
equipment. Should you not be able to produce a
copy of your SPCC plan and annual lease
inspection, the EPA will most assuredly fine the
operator or producer.
Shall endeavor to provide the
best field engineering of a facility in order to
draft the best Spill Plan at the least cost to
the owner operator. Best service provided at the
least cost and expense to the facility operator.
